Sierra Leone – A West African Country
Geography: Sierra Leone is located in Western Africa, bordering the North Atlantic Ocean, between Guinea and Liberia. Coast line is 402 Km and exclusive economic zone is 200NM. The capital and port of registry is Freetown
People: Nationality: Noun and adjective-Sierra Leonean(s). Population (2007 est.): 6,144,562. Work force: Agriculture--52.5%; industry--30.6%; services--16.9%.
Government: Type: Republic with a democratically elected president and unicameral parliament. Independence: From Britain, April 27, 1961. Constitution: October 1, 1991.
Natural resources: Diamonds, Titanium ore, Bauxite, Iron ore, Gold, Chromite
History: The 1991 to 2002 civil war between the government and the Revolutionary United Front (RUF) resulted in tens of thousands of deaths and the displacement of more than 2 million people. United Nations Integrated Office in Sierra Leone (UNIOSIL) is mandated with assisting the Government in, among other things: building the capacity of State institutions to develop and implement a strategy for addressing the root causes of the conflict and accelerate progress towards the Millennium Development Goals; developing a national plan of action for human rights and establishing a national human rights commission; enhancing good governance, transparency and accountability; building the capacity of the National Electoral Commission to conduct a free, fair and credible electoral process in 2007; strengthening the security sector; and developing initiatives for the protection and well-being of youth, women and children.
Sierra Leone is a member of the following Regional Fisheries Management Organizations (RFMO):
The International Commission for the Conservation of Atlantic Tuna (ICCAT) - Sierra Leone acceded to the ICCAT Convention in October 2008 thereby becoming a Contracting Party of ICCAT.
The Indian Ocean Tuna Commission (IOTC) – Sierra Leone is currently a full Member/Contracting Party of IOTC. Ship-owner has the opportunity to fish species protected by IOTC legally as Sierra Leone is a full member of IOTC

Company Formation

The Sierra Leone flag has been re-launched recently as a convenient flag for ship owners - The Sierra Leone Flag, affectionately known as "The Flag of Good Hope" Sierra Leone International Ship Registry (SLISR) is in charge of running the international registration of ship on behalf of the Sierra Leone flag. Our offices are located in New Orleans, USA. The Sierra Leone International Ship Registry has registered over 1000 vessels since her beginning in April 2005, which makes quite an outstanding growth for a Open Flag Registry opened in the 21st Century when compared to other Open Flag Registries opened before or after 2005. The SLISR also attends different Trade Shows around the world in order to make face to face connections with ship-owners and ship managers, and to further promote the benefits of registering ships to fly the Sierra Leone Flag. Our well developed international marketing structure in the maritime world has allowed us to promote the Sierra Leone Flag worldwide, with the assistance of our offices strategically located in major maritime hubs and cities in over 60 countries, has been a major force to put Sierra Leone Flag in the position which it is in now.

Taxation

The Registry does not currently have any bilateral agreements with other countries for any taxation benefits to offer clients.

The provisional certificates are valid for 6 months, before of the expiration date the owner should submitted to SL Flag all the required documents for issuance of Permanent Certificates.

**If the vessel does not have all the required documents for issuance of permanent certificates, the owner should apply for extension of the provisional certificates.
The extension of the certificates is valid for 3 months.

Bareboat Charter Registration

Bareboat Charter OUT

A vessel registered under SL Flag may be chartered out and registered with another Flag in the name of the Bareboat charters. During this period the vessel’s registration is temporarily suspended. Two Annuals fees are paid in advance.

Bareboat Charter IN

With consent the main flag, a vessel may perform a bareboat charter registration under SL Flag.
During this time the vessel enjoy the full privileges of a SL vessel and comply with all regulation stipulated in the SL Merchant ACT.
The duration of the Bareboat Charter registration shall be for 2 years, but in no exceeding the duration of the Bareboat Charter Agreement or the Letter of Consent from main flag.

• PLEASURE YACHT REGISTRATION (NON-COMMERCIAL)

Yacht Registry under Sierra Leone is designed for yacht-owners seeking to operate under the advantages of an open registry. Today's commercial yachts may be required to comply with many international standards (STCW, SOLAS), but private yachts may be exempted

The required documents for registration are similar to regular registration.

OTHER SPECIAL REGISTRATION

Vessel may be registered for single voyage for Scrap/Demolition or Deliver Voyage.

The required documents are similar to Regular Registration, and the vessel should comply with all maritime regulations during the entire duration of the registration unless exemptions are given by the SL Flag Head Office.

The validity of the certificates is 3 months.

Vessel and Yacht Eligibility & Survey Requirements

Vessel Eligibility
Sierra Leone Flag offers registration to all vessels, regardless of their size or nationality of owners.
All our vessels must have valid certificates and no outstanding recommendations with port state control records. Vessels should be in compliance with all international requirements as per their size, type of vessel, trading area, etc. Vessels that have been banned or have acquired a history of detentions are not accepted under Sierra Leone Flag.

Flag State Inspections
Sierra Leone Flag Administration has an extensive network of experienced Flag Inspectors which are appointed to carry Flag Inspection on our behalf. Flag State Inspection is requested by the Sierra Leone Flag Administration under the following conditions:
• When a vessel has two or more detentions within 12 months. The Flag Inspection is requested in order to assess the condition of the vessel and determine if the vessel can remain with the Sierra Leone Flag.
• As part of the Annual Safety Inspection regime in which vessels are selected to do a Flag Inspection based on her performance the previous year. The ASI inspection is paid by the Flag Administration.
• As a pre-registration requisite to some vessels having poor PSC performance.
• As part of a Casualty Investigation.

Crewing

STCW & Seafarers Documentation
All Deck and Engineer officer sailing on SL vessels must hold a Certificate of Endorsement – COE issued by the SL registry and a valid Certificate of Competency issued by State Party of the STCW convention.

A Provisional COE valid for 3 months will be issued upon confirmation that the required documents are in good order and payment is receieved.
Permanent Certificate of Endorsement

Mortgages

Registration of Mortgage

A ship owner who needs to register a Mortgage for a SL vessel may do so by submitting the following documents:

• ORIGINAL MORTGAGE APPLICATION
• 01 ORIGINAL SETS OF MORTGAGE DEED DULY NOTARIZED
• 01 ORIGINAL OF THE LOAN AGREEMENT DULY NOTARIZED
• NOTARIZED POWER OF ATTORNEY BY THE MORTGAGOR & MORTGAGEE
• REGISTRATION FEES PAYMENT

Upon receipt of the original documents, SLISR will permanently record the date/time and priority of the mortgage registration, a Certificate of Mortgage Registration will be issued.

Transfer of Mortgage

A change of owner can be accepted for vessels that have an existing mortgage registered with our flag.
